Abstract: The article posed the problem of determining the value of the formal rules change, shaping the institutional environment as a whole. Its impact on sustainable economic development in the agricultural sector of the Russian economy in the period from 50th to 90th of XX century. Identified institutions, reducing the volatility of market conditions on the agricultural markets: the policy of creating buffer stocks; State support of prices, aimed at eliminating the seasonal volatility; the program of compensation payments, levelling profitability of production by region.
